send 요청 성공과 최종 전달은 다르다. provider message ID, accepted, delivered, bounced, complained, unsubscribed를 상태로 관리한다. webhook을 inbox로 받는다.

template version, locale, PII, rate limit, quiet hours, opt-out를 적용한다. retry로 중복 알림이 나가지 않게 notification receipt를 둔다.
